Considering the four (4) basic principles governing Relative convention with the Rights of Child (CDE) namely:
- superior interest of the Child
- nondiscrimination
- the participation
- survival and the development
and adopted by the general meeting of the United Nations on November 20, 1989,
Considering the principles of the African Charter of the Rights and Wellbeing of Child (CADBE) adoptive on July 9, 1990 and based on the same principles as those of the CDE,
Considering that TOGO ratified the CDE and the CADBE
Considering the draft of the children became a national concern so much so that the government was brought to vote on August 3, 2005 the relative law with the traffic of children,
Concerned of the effective application of this law,
Considering our country signed in Abuja on July 7 /ao C 2006 the document of the Multilateral agreement of regional co-operation, the political resolution, and having taken share with the development of the action plan unites CEDEAO-CEEAC as regards fight against the draft of the people and particularly of the women and the children,
Considering the actions carried out in the field of the draft of the children are disparate and in dual employment, involving enormous losses of resources and energy,
Considering the need for sharing the efforts, to harmonize the strategies, to capitalize and for exchanging the experiments,
The organizations of fight against the draft of the children decide to create the Domestic network of Fight against the Draft of the Children in accordance with the law N° 40/484 of July 1, 1901.
